The second session of the eleventh committee of Chinese people's Political Consultative Conference of Heilongjiang Province was held in Harbin city during January 18, 2014 to January 20, 2014. The conference passed the work reports and proposal reports of the first session of the eleventh, the committee members fully affirmed the work of the provincial CPPCC Standing Committee for this whole year. The members of the committee attended the third session of the 12thof the Heilongjiang province People's Congress Conference, they listened to and discussed the government work reports and other reports, they agreed with the mentioned reports, and made a high evaluation of the achievements of Heilongjiang Province over the past year.

Li Yong, the member of Heilongjiang Political Consultative Committee and the chairman of Chinayong group, made a presentation at the conference with the title of “Promoting Urbanization with the Metropolitan Concept”. He pointed out that promoting the urbanization is an important way to solve the problems of agriculture, rural areas and farmers problems, and it is the key point to expand the domestic demand and promote industrial upgrading, accelerate the metropolis construction, and it is helpful for the cities group concentration of the urbanization construction process and industrial clusters of the scientific development, it is helpful for the rational distribution of production capacity. It can not only create a good investment environment, but also enhance the economic strength and improve the city function, the benefit of investment, it is benefit to the formation of the economic and social development region, which can increase the attraction and cohesion, can also realize the improvement of the market economic system, optimize the allocation of resources, promote the reorganization of assets, realize the complementary advantages, seek the new vigor and vitality under the common development of the regional economy. He put forward that unify the understanding, make the scientific planning; improve the system innovation, develop the industrial cluster role; deepen the reformation of city management system, establish city group development mechanism; strengthen the infrastructure construction, realize the urban, rural and regional linkage; implement the looser household registration management system, break the urban-rural dual structures. All these suggestions had been highly recognized by the leaders and members of the meeting.

Given that Li Yong had made an outstanding contribution to the political consultative conference. The committee elected him as “2013 Top Ten Outstanding Members of the Chinese People’s Political Consultative Conference” in Heilongjiang Province, and awarded him “2013 Outstanding Proposal Award”.
