The Second Session of the 12thCPPCC Conference of Heilongjiang Province was held in Harbin from 13 to 16January 2019. Chairman Li Yong attended the conference as the StandingCommittee of the CPPCC and won the Excellent Proposal Award for"Suggestions on Improving and Optimizing the Business Environment ofHeilongjiang Province". His remaining two proposals were also included inthe selection of speech materials for the Session as written speeches.

During the Session, members gave positivecomments on the achievements of Heilongjiang Province in economic and socialdevelopment over the past year, and put forward suggestions around continuingto play the "Three Major Tackles", deeply implementing the strategyof rural revitalization, deepening the structural reform of the supply side,optimizing the business environment, and expanding the opening up to theoutside. The Session called on CPPCC organizations at all levels of theprovince, the participating units of the CPPCC and the CPPCC members shouldunite more closely around the CPC Central Committee with Comrade Xi Jinping atthe core, and under the leadership of the Heilongjiang Provincial Committee ofthe Communist Party of China, with a spirit of cohesion, forge ahead, worktogether and forge ahead with outstanding achievements to meet the 70thanniversary of the founding of the CPPCC.
