On October 24, 2018, the member representative conference of China Human Resources Development Association and the Annual Meeting of 2018 under the supervision of National Development and Reform Commission were successfully held in Beijing. President Li Yong was invited to attend the conference and give the Keynote Speech, and was elected as the vice President of a new term China Human Resources Development Association. Founded in 1988, it is one of the three associations directly under the leadership of the National Development and Reform Commission and has considerable influence in the industry. More than 400 delegates from national ministries and commissions, university experts and professors, and entrepreneurs had attended the event. Li Pumin, former secretary-general of the National Development and Reform Commission, was elected as the President of the new term China Human Resources Development and Research association.
The title of President Li Yong's speech was “Human Capital and Industrial Upgrading”. He pointed out that China's economy is in a critical period of structural adjustment and transformation and upgrading, and transforming China's huge human resources into human capital and strengthening human capital accumulation will provide strong support for China's economy to achieve industrial upgrading smoothly. Concrete manifestation in: first, the improvement of the human capital is the basis and premise for economies of poor countries to realize economic advancement, second, human capital accumulation can effectively promote the optimization of industrial structure, third, new trend of Chinese labor transfer highlights the industrial structure optimization demand, fourth, the transformation and upgrading of the industry requires to adjust the structure of higher education, 5th, intensifying improving migrant workers’ human capital accumulation, let the migrant workers and urban residents enjoy the equal rights of employment.
Cong Liang, secretary-general of the National Development and Reform Commission, delivered the opening speech. He pointed out that the 40th anniversary of reform and opening-up is also the 40th anniversary of human resources development. Over the past 40 years, we have experienced the transformation of economic system, the development of labor market and the marketization for driving human resource management. The total amount of talents and human capital in our country increases at a geometric level. At the same time, the human resources service industry has reached nearly 2 trillion Yuan last year. The new situation has provided us with new challenges and opportunities. Secretary-general Cong hoped that China Human Resources Development Research Association, under the leadership of the new President and the leading team, would continue to give play to the advantages of the only national level industry association of human resources, continue to serve the government, and do a good job of the government human resources development work think tank. We will continue to unite experts and scholars, conduct professional research, promote the development of industry research, continue to serve enterprises and human resource services, conduct industrial exchanges, and promote the development of human resource services.
